An 18 page research paper that offers a policy issue paper on legalized gambling in Mississippi and includes an executive summary. This report offers an overview of the gaming industry in Mississippi. It begins with a discussion of the background of the problem of systemic poverty, which has plagued the state for generations, and then moves on to a discussion of prior efforts to solve this problem, which includes the legalization of dockside gaming in the 1990s. The problem statement diagnoses the problems, identifies the major stakeholders and defines goals. Alternatives are analyzed and described, along with a discussion of why these alternatives were not successful. Constraints and political feasibility are also discussed, which leads into the conclusions and recommendations that can be drawn from this data. Bibliography lists 13 sources.
